Proposed Governance Charter Changes

As part of the annual review of our CoC Governance Charter, the following changes are proposed:

  • In section V., removal of term limits for seats E2, E4, E5, E7, E8, E9, E10. We are disadvantaging our community and leadership council by terming off the limited number of leaders who hold these specific areas of expertise. Leadership and expertise in these specific service areas are essential in addressing homelessness. By keeping the two-year cycle for elections, but removing limits, we are still allowing for people to transition in as appropriate, and we are able to better ensure continuity of knowledge on the Leadership Council.

E2-Veterans Administration or Supportive Services for Veteran Families (SSVF) provider representative

E4-State-certified behavioral health provider representative

E5-State-certified domestic violence services provider representative

E7-Emergency shelter provider representative

E8-Rapid re-housing provider representative

E9-Permanent supportive housing provider

E10-Minor youth and transition-age youth service provider representative

  • Add clarifying language that the seats specific to individuals, E1, E16, E17, E18, only represent themselves and the voices of the respective communities, and cannot represent an organization. Should one of those seat holders have a relationship with an organization (employee, volunteer, contractor, or other) they must remove themselves from any vote that impacts said organization.

  • Add clarifying language to E10 to define transition-age-youth.

    • E10- Minor youth and/or transition-age (15-25) youth service provider representative



UPDATE: These changes passed by vote of the Continuum of Care on 10/15/2025.
