Notice of Court Order

On Friday, August 7, 2026, the U.S. District Court for the District of Rhode Island in the related cases State of Washington, et al. v. HUD, et al., 1:26-cv-00439 (D.R.I.), and National Alliance to End Homelessness, et al. v. HUD, et al., 1:26-cv-00436 (D.R.I.), determined HUD’s issuance of its FY2026 Continuum of Care Competition and Youth Homeless Demonstration Program Grants Notice of Funding Opportunity (2026 CoC NOFO) violated the Administrative Procedure Act and vacated it.  HUD is currently evaluating the order and considering all legal options, including appeal to the U.S. Court of Appeals for the First Circuit.  

Despite the order, HUD stands by the lawfulness of the 2026 CoC NOFO because HUD knows that Americans deserve and support commonsense homelessness solutions that restore recovery, self-sufficiency, and accountability for outcomes as set forth in the 2026 CoC NOFO.


Guidance for Current Applicants


Due to the court’s order, the 2026 CoC NOFO and its August 26, 2026, application submission deadline are no longer in force as HUD is unable to accept applications at this time.  HUD will communicate further guidance and additional updates via the SNAPS Competition Listserv and HUD.gov as they become available.  A PDF copy of the 2026 CoC NOFO remains available for informational purposes on the CoC competition page on HUD.gov.  Questions regarding the 2026 CoC NOFO may continue to be submitted to CoCNOFO@hud.gov.

Suncoast Partnership to End Homelessness is pleased to release a Request for Proposals (RFP) on behalf of the Suncoast Continuum of Care (CoC) (FL-500) for programs and services that contribute to the goal of preventing and ending homelessness in Manatee and Sarasota Counties. This RFP is in response to the CoC Program Competition through the Department of Housing and Urban Development (HUD) Notice of Funding Opportunity (NOFO). We invite all eligible applicants to apply and look forward to receiving new project proposals on behalf of our CoC!

IMPORTANT DATES: 

The information and question period is July 6th - July 10th. Please submit any questions to both, Tara Booker and Taylor Neighbors, tara@suncoastpartnership.org and taylor@ suncoastpartnership.org. You do not have to wait for the information session to ask questions.


There will be one virtual information session on Monday, July 13th, 10:00 a.m.

Advanced registration is required. Please email David Setchel, Director of Community Engagement, at david@suncoastpartnership.org, if you are interested in attending. Questions to be covered at the information session should be emailed to David Setchel in advance of the information session. 


Renewal projects that wish to appeal the Review and Rank Committee recommendations may file an appeal in writing to Taylor Neighbors, CEO, taylor@suncoastpartnership.org by Wednesday, July 8th, 5:00 p.m.


Our local application portal will be open Thursday, July 9th by 2:00 p.m. Access the Suncoast application portal HERE. If you have any technical issues or questions regarding the portal, please email Tara. (see above for email)


Our local competition deadline is Monday, July 20th, 9:30 a.m.


Please note there are a number of key items around this application that are not yet available from HUD. We will continue to post updates here and distribute notices through our email listserv.

Below are questions that have been submitted via email or asked in the information session along with the response:


Do we need to get the Certification of Consistency with the Consolidated Plan form signed or does the Collaborative Applicant.

The Certification of Consistency with the Consolidated Plan form is completed and submitted by Suncoast Partnership as part of the Collaborative Application.


What is Oneby1?

That is the local name for our coordinated entry system.  Page 20 in the RFP provides additional information.


Do we need to submit two separate applications for transitional housing and supportive services only (SSO)?

No, if you select both in the “Program Proposal” section, all of the questions for each type will appear.


Is the CoC recommending or preferring certain models of transitional housing?

No, all models will be considered.


What are the inspection standards and are inspections random?

Properties are subject to HUD habitability standards and environmental reviews. See pages 105-109 in the HUD NOFO for more information about post-award requirements.  Refer to 24 CFR Part 578 for detailed requirements around CoC funding.  


Is it required that an applicant be an Access Point to apply for SSO grant funds?

No, there is no such requirement.


The current process is for new applications only, correct? Not renewals?

Correct, new projects only.


Will there be supplemental information sessions once HUD releases additional information?

That depends on the timing and the nature of the additional information.


Is the narrative upload section different than answers to the questions?

There should have been a qualifying sentence on page 8 of the RFP between the grievance question (which is directly in the portal) and the remaining questions in that section to note that those are to be answered in a document and uploaded in the portal.
