Suncoast Partnership to End Homelessness, on behalf of the Leadership Council, is pleased to release a Request for Proposals (RFP) for Suncoast CoC funding. Within this RFP, there is more than $800,000 available across multiple funding sources as well as a call for proposals for additional anticipated funds.

The deadline to submit applications is Friday, October 17, 2025 by 8:00 p.m. The information and question period begins on September 26th and ends on Friday, October 3rd. Please see pages 2-3 within the RFP for more information. To review questions submitted, and their responses, please see below.
Q&A
There were several questions related to utilizing the profile option in the Suncoast application portal. If choosing this option to meet the Agency Experience and Capacity section:
- Organizations only need to update information in the Profile section, as pictured below. There is no need to click on or add any tiles as see below the Profile bar. 

- There is not a way to add a new user to a profile without logging into the original account the Profile is connected to. If your organization no longer has access to the account because of staff changes, a new profile could be created or technical support through WizeHive/Submittable may be able to connect a new user. There is an FAQ section, a contact form to request help Submit a request – WizeHive, or a chat feature available. We highly recommend that organizations save user login information somewhere that is accessible by others in the event of staff turnover so that the organization maintains the ability to update accounts with ease. 
Do we submit a separate application for each activity within a funding source or do we submit one application per funding source, including all activities?
- You can submit one application but it must be organized and include all the appropriate pieces as found on page 5, 11-13. 
What is the availability of admin expenses and/or what restrictions or limitations are placed on funding?
- There is admin available for RUSH, as indicated on page 4. It is subject to ESG rules and regulations. 
Is there an estimated amount we should be using for challenge unsheltered?
- We have no information – this is speculative funding. 
Are only occupancy costs related to a shelter allowable or are office space occupancy costs also eligible?
- Office occupancy cost is not eligible under challenge unsheltered. 
Is a portion of a housing navigator's salary/fringe allowable in RRH?
- Allowable costs are per 24 CFR Part 576 for ESG and RUSH and as described in Appendix E, page 23-26. 
Is there a cap on short-term rental assistance per household?
- Any cap would be indicated in 24 CFR Part 576 or might be determined based on the budget and the required deliverables. 
Is only staff mileage allowable or is the allocated cost of a lease allowed?
- Allocated cost of a lease is not allowed. 
Will the Review and Rank Committee prioritize certain project types (e.g., Rapid Rehousing vs. Shelter) if applications exceed available funds?
- A priority has not been identified. 
If we apply for multiple funds (e.g., RUSH + ESG), should we provide a combined budget narrative, or separate narratives? What about multiple activities that are under a single funding source?
- Separate budgets and narrative a required by funding source and activity. (see page 13) 
Can funds be used to expand existing programs, or is priority given to new projects?
- Yes, funds may be used to expand existing programs as applicable. A priority has not been identified. 
For Challenge Unsheltered funds, will “support services” provided at shelters (like mental health/substance use treatment) need to be licensed clinical services, or can they be peer-support or case management models?
- They do not have to be clinical. 
What is the anticipated timeline for confirmation of available funds for Challenge Unsheltered?
- We have no information at this time. 
Are prevention activities conducted by an attorney via legal avenues considered eligible expenses under service activities for Challenge?
- As of 10.8.25 - we are still awaiting clarification from the State Office.
