2025 CoC Program Competition

Today, HUD withdrew the current CoC NOFO. In response, the Suncoast CoC RFP must also be withdrawn.

Suncoast Partnership to End Homelessness is pleased to release a Request for Proposals (RFP) on behalf of the Suncoast Continuum of Care (CoC) (FL-500) for programs and services that contribute to the goal of preventing and ending homelessness in Manatee and Sarasota Counties. This RFP is in response to the CoC Program Competition through the Department of Housing and Urban Development (HUD) Notice of Funding Opportunity (NOFO).  The full HUD NOFO is available here: HUD NOFO

Suncoast CoC’s annual renewal demand (ARD) amount is $1,772,906. The CoC Bonus amount is $772,392, and the DV Bonus amount is $386,196. Within the ARD is $1,640,394 in current Permanent Supportive Housing (PSH) and Rapid Rehousing (RRH) projects of which at least $1,108,522 will be reallocated or transitioned to new projects.

IMPORTANT DATES: 

There will be two virtual information sessions held: 

• Wednesday, December 3, 2025, at 1:00 p.m. 

• Friday, December 5, 2025, at 9:00 a.m.

A supplemental guide with additional information such as detailed scoring rubrics and the renewal template will be available here, Wednesday, December 3, 2025.

The electronic application portal will be live on Wednesday, December 3, 2025, 3:00 p.m. The link will be posted here.

The deadline to submit proposals for consideration in our local competition is Monday, December 15, 2025, at 11:59 p.m.

Supplemental Guide: This guide was revised on 12/5/25 - 1:30 p.m. to modify language around data points in the Renewal and New TH scoring rubrics for measuring income for people currently enrolled in a project.
